- Preheat oven to 350°F (175°C). Line 18 muffin cups in two 12-cup muffin pans with paper liners.
- In a small bowl, whisk together the flour, baking powder, baking soda, salt, and pumpkin pie spice. Set aside.
- In the bowl of an electric stand mixer fitted with the paddle attachment, combine the pumpkin puree, oil, eggs, and 1 1/4 cups of sugar on the lowest speed.
- Add the flour mixture to the wet ingredients and mix on the lowest setting until just combined. Be careful not to overmix.
- In a small bowl, stir together the cinnamon and the remaining 1 tablespoon of sugar for the topping.
- Divide the batter evenly among the prepared muffin cups, filling each about 2/3 full.
- Sprinkle the tops of each muffin with the cinnamon sugar mixture.
